Job Description:  

AKHS is the primary health care service delivery agency of the network and works in nine countries in Central and South Asia (Afghanistan, India, Kyrgyzstan, Pakistan and Tajikistan), East Africa (Kenya, Tanzania and Uganda) and the Middle East (Syria). AKHS covers around 7.7 million people in population health programmes and manages 579 health units including 24 hospitals which, in 2023, are forecast to see 11.9m outpatients and 184K admissions and 130K deliveries with a total staff complement of 9.2K.

Increasingly, AKHS’ role involves managing public-private partnerships in health service delivery as well as health systems strengthening activities of public systems. AKHS develops and operates health systems based on comprehensive primary health principles of universal access and equity, community participation, intersectoral collaboration and appropriate use of resources. Strategic initiatives include quality of care, digital health, electronic health records, innovative health financing and reducing carbon emissions in health service delivery.

The position
Reporting to the AKHS General Manager (GM), the Senior Programme Manager is a key member of the AKHS Geneva management team. He/she supports the GM in enhancing the effectiveness of the organisation across all functions.

Relationships
The Senior Programme Manager works closely with other members of the AKHS Geneva Senior Management Team and the Field CEOs. In addition, he/she will work closely with the Senior Leadership across AKHS and the other AKDN agencies and institutions.

Main responsibilities and activities:


Strategic Leadership and Programme Management:

Support the GM in defining and implementing initiatives of significance and value to the organisation, drive initiatives from conception to delivery with input from all relevant parties, monitor organisational work plan and performance standards while ensuring optimal use of resources.
With the support from the GM, provide strategic leadership on the health-related policy and campaigning work. This includes formulating work programmes, projects and plans, policies, procedures, objectives and outcomes and regularly monitoring, reviewing, evaluating, developing and reporting on performance.
Represent the GM in various capacities and use best judgment to determine at what point in the programme or decision-making process the GM’s involvement is necessary and most effective
Contribute to AKHS’ strategic and corporate objectives, and work in a cohesive, collaborative and flexible way.
Reporting

Support the GM in the coordination, preparation, and finalisation of documents and reporting for the senior management and other key stakeholders, reflecting a high degree of rigor and consistency and rationalising the work of all functions across the organisation.

Health Policies Development and Implementation
Coordinate the development and implementation of new health policies in community health and primary health care, with a major emphasis on health promotion and disease prevention.
Actively contribute to international health policy dialogue and ensure that AKDN perspectives are conveyed.
Understand, analyse and act upon data and intelligence on the public healthcare sector trends and development.
Stakeholder Engagement & Communication
Facilitate the efficient flow of information between the GM and internal and external stakeholders at Head Office and in the field, and manage other communications as required.
Promote and facilitate partnerships working with public and independent sector agencies on key priorities.
The requirements

The Senior Programme Manager has a minimum of 10 years of experience in a senior leadership role, managing multiple large-scale community and primary healthcare projects of a high level of complexity, across multiple geographies preferably in South & Central Asia, East Africa, and Middle East.
Core skills, knowledge, experience and competencies:
An advanced degree in health service provision, public health and / or health care management
A solid background in health and health systems with substantial experience of working in health systems, community healthcare and health policy development.
A passion and commitment to AKDN’s purpose, values and ethical underpinning, with a genuine interest in and understanding of the issues and policies affecting public health.
A strong interest in the developing world and an ability to learn quickly about the activities of AKHS and AKDN in health.
Strong programme management expertise with the ability to design, develop, interpret and implement strategies and policies.
Fluency in modern communications, information technology and research techniques.
Strong stakeholder management skills, and a demonstration of building sustainable trusting partnerships with internal and external stakeholders and networks.
An entrepreneurial self-starter with a high level of initiative and motivation and a strong work ethic.
Well-developed management skills including problem solving, negotiation and coordination skills and with the ability to apply knowledge and analysis creatively to the resolution of practical problems.
Exceptional interpersonal, consultation and communication skills, orally and in writing.
Consultative and collaborative, engaging effectively and co-creating innovative solutions with key stakeholders.
Results-oriented and deadline-driven with demonstrated organisation skills and the ability to multi-task and assume changing responsibilities.
Strong integrity and intellectual humility.
Demonstrable expertise in navigating effectively through ambiguity and constant change.
Demonstration of strong flexibility, adaptability and perseverance, especially during challenging periods.
Culturally sensitive, inclusive and respectful of diverse populations with the ability to manage and lead within different geographies and cultural contexts.
